Brief Description: This contract covers the construction of the second phase of the Velocity Broadband Fiber-to-the-Home (FTTH) project. Following the cancellation of the previous contracts due to updated construction specifications intended to enhance safety, this phase will now combine the areas originally approved.

Purpose & Explanation
This resolution authorizes staff to solicit bids and award a contract for the construction of the next phase of the Velocity Broadband Fiber-to-the-Home (FTTH) project. With the previous contracts canceled due to updated construction specifications designed to improve safety, this phase now consolidates areas originally planned. It is anticipated that the construction for this phase will conclude by the end of August 2027, and staff respectfully requests approval to begin posting bids for the next phase now to prevent any gaps or delays in the overall buildout.
City Council previously approved $7,854,128 for the Fiber-to-the-Home project. So far, construction in Year 1, Areas 1 and 2, and a small part of areas 3 and 4 has cost about $1,402,125, leaving $6,452,003 available from the original authorization to use toward rebidding the remaining work.
Under the updated construction standards, the new estimated cost to complete the areas previously bid is about $2,766,206, which is within the amount already approved. Because earlier legislation separated the project budgets by year, this new legislation combines them so staff can rebid the work in the most cost-effective way. Staff is requesting a not to exceed of $6,452,003, which includes a 10% contingency, to rebid the previously bid areas along with the remaining areas for this next phase.
