Purpose & Explanation

 

For several years, Hudson EMS has been acquiring new or remounted ambulances through a lease-purchase.  This was primarily for budgeting and cash flow purposes.  Since the time we passed the resolution to acquire the most recent remount ambulance, voters approved combining the income tax revenue for the Fire and EMS Funds.  This has improved the EMS funding position and allows us to purchase the ambulance instead of leasing it.

 

Purchasing the ambulance instead of leasing it will save the City approximately $4,300 plus additional administrative staff time.  This purchase will be paid out of the EMS Fund and will not impact the Fire Replacement Reserve Fund.

 

The total contract cost for the remounted ambulance and power cot system is $171,685.72.  The vehicle was ordered in December 2017 and is due for delivery February 11, 2019.

 

As a reminder, the current cost of a new ambulance with identical features as our current one with the addition of a new power cot & load system is estimated to be $265,000.

Timing Considerations

We request emergency language to allow for the timely payment of the invoice upon delivery on February 11, 2019.

Staff recommends that Council authorize the amendment to Resolution 17-208 to allow for the outright purchase (instead of lease-purchase) of a remount ambulance for the Emergency Medical Service.
