Brief Description: The SR 91 South Safety Improvement Project design limits are on SR 91 (S. Main Street) from Barlow Road to the Stoney Hill Drive intersection. The project includes widening of the roadway for bike lanes and new center turn lane. Per the City Charter, Section 9.02 - Planning Commission - Powers and Duties, the street widening project shall be submitted to the Planning Commission for report and recommendation.

Purpose & Explanation
The project limits are on SR 91 (S. Main Street) from Barlow Road to the Stoney Hill Drive intersection. The project is being partially funded via an ODOT Safety Program Grant and AMATS CMAQ grant. The project goal is to implement four countermeasures outlined in the State Route 91 Safety Study submitted and approved by ODOT in 2016, as follows:
1. Widen SR 91 to accommodate a center two-way left turn lane throughout the project area.
2. Resurface the SR 91 corridor throughout the length of the project limits.
3. Construct 5’ bike lanes on the east and west side of SR 91.
4. Construct sidewalks on the east and west side of SR 91.
To retain the federal and state funding secured for the project, the final design must incorporate these four countermeasures. The new roadway section will consist of three - 11 ft. wide lanes (2 thru lanes and one center turn lane), 5-foot on-street bike lanes on each side, along with a minimum 5-foot concrete sidewalk on each side of the road. Other project improvements include minor traffic signal modifications, storm sewer improvements, repair to heaving shoulders, and roadway resurfacing. The current estimated construction cost is $2.9 million.
The final design of the project is currently in progress and is anticipated to be completed by Fall, 2021. Project construction is scheduled for 2022.
City of Hudson staff held two online Public Input sessions for the project on Wednesday, November 18, 2020. Invitation letters (attached) for these Pubic Input sessions were handed out or mailed to all adjacent commercial property owners, tenants, and nearby residents along the project corridor ahead of the meetings. Staff is currently collecting any public comments for incorporation into the design.
Review of this road widening project by the Planning Commission is required per the City Charter, Section 9.02. The Planning Commission’s review is currently scheduled for January 2021.
