Purpose & Explanation

The Northeast Ohio Regional Sewer District’s (NEORSD) Community Cost Share Program provides funding to member communities, like the City of Hudson, for community specific stormwater management projects. 25% of the total annual Stormwater Fee collected from each community is allocated to the Community Cost-Share (CCS) Account of each Member Community.  These funds would be used to reimburse the City for Construction costs associated with the Ravenna Street Drainage Improvement Project.  This project was selected as it will provide a direct benefit to multiple properties, has a regional impact and falls within the Brandywine Creek Watershed.

The NEORSD CCS Program generates approximately $120,000/year for the City of Hudson.  The current Hudson Community Cost Share balance as of November 30, 2024, is approximately $370,000.

The estimated construction cost is $500,000. The total cost reimbursement request to the NEORSD Community Cost Share program would be a total of $300,000, bringing the total City share down to $200,000.

Suggested Action

Staff recommends that City Council authorize the City Manager to enter into the Community Cost Sharing Agreement and into a contract with NEORSD for the costs associated with construction of the Ravenna Street Stormwater Management Improvements.
