A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO LICENSE AGREEMENTS FOR EAST HUDSON HILLS SIGNS TO BE PLACED WITHIN THE PUBLIC RIGHT OF WAY.
Brief Description: The East Hudson Hills Homeowners Association has requested to install a replacement subdivision sign that was previously located at the NE corner of Evergreen Dr and East Streetsboro Street. Additionally, the Homeowners Association would like to replace the existing sign at the NW corner of Harland Drive and East Streetsboro Street.

Purpose & Explanation
A representative from the Easy Hudson Hills Homeowners Association contacted city staff to request replacement sign for the East Hudson Hills Subdivision. Staff notes the following:
• Evergreen Dr entrance: There used to be a sign at this location; however, the sign was apparently destroyed by a car around 2015 and never replaced. The sign was located within the city right of way. Staff considered placement at the NW corner adjacent to Daper Cemetery; however, there is already a stop sign and cemetery sign in this area. Staff spoke to the homeowner of 2521 E Streetsboro Street (NE corner where previous sign was located) to see if placement on the private parcel could be feasible. The homeowner was not supportive of a replacement sign on their private parcel.
• Harland Dr: A deteriorated sign is located at this intersection. This sign has been in place for numerous years within its location being adjusted slightly in recent years to accommodate sidewalk installation.
• Staff reviewed the subdivision plat and an easement area for a sign was not established for these signs.
• The HOA is requesting a license agreement to place the signs in the right of way.
• The final sign design (including breakaway safety design) and location would be subject to the review and approval of the Engineering Department.
