Purpose & Explanation
This Hydraulic Study will analyze storm water improvements for the City’s future, Willow Lake Drive Storm Sewer Improvements. Currently a 36” storm sewer from Eastham Way discharges to a flat swale that runs along the rear yard of properties between the cul-de-sacs of Willow Lake Drive and Chatham Way. The swale then flows to a 24” pipe under Norfolk Southern’s RxR tracks, then to a low, flat area east of the tracks. Due to the undersized culvert under the tracks, and flat slope of the drainage course, this area is prone to back-up and overland flooding.
The goal of this study is to review/analyze solutions to reduce flooding and avoid private property impacts as much as possible and avoid interaction with the railroad property. The study includes analysis and recommendations to improve the existing storm network within the public right-of-ways of Eastham Way and/or Miles Standish Lane and/or other City-owned properties, via introduction of additional piping and/or storage, analysis of an existing retention pond or other solution, that reduces private property flooding.
City staff initially selected six (6) consultants to submit a proposal for a hydraulic study for the Willow Lake Drive Drainage Improvements project based upon previous experience. A total of three (3) of the consultants submitted proposals. Staff reviewed the proposals and identified the best and lowest cost proposal from the Environmental Design Group (EDG). Base costs for all three consultant submittals are noted below:

Thrasher = $111,476.00
In addition to the base design fee, the study will include geotechnical investigation, environmental impacts review and misc. expenses. The total fee to EDG is as follows:

As with other professional service contracts, we are requesting a contingency to handle any minor changes in the scope of services. For this contract staff is requesting contingency in the amount of $4,000 for a total budget amount of $49,703.71. For any considerations above this requested amount, the City staff would return to the City Council.

Staff recommends that City Council approve this Resolution authorizing the City Manager to enter into a contract with Environmental Design Group. for a hydraulic study for the Willow Lake Drainage Improvement Project in the amount of $49,703.71.
