Purpose & Explanation

The current Veteran’s Trail Phase 4 / Barlow Road sidewalk project layout includes the installation of an 8-foot-wide, asphalt trail along the north side of Barlow Road from Terex Road east to the Ellsworth Meadows Golf Course.  The 8-foot asphalt trail is being partially funded by a $500,000 grant from ODNR.  In order to be eligible for the ONDR funding, the trail must be separated from the roadway, a minimum of 8-feet wide and use an asphalt surface.

The asphalt trail transitions to a 7-foot-wide concrete sidewalk across the Ellsworth Meadows Golf Course to 1289 Barlow Road (Hudson Meadows site).  The 7-foot concrete section was selected to minimize piping in drainage ditches and tree impacts.  The 7-foot concrete section transitions to a 5-foot wide concrete sidewalk from 1289 Barlow Road (Hudson Meadows site) to Darrow Road.  The total project length is 1.55 miles.  The trail & sidewalk construction includes storm drainage improvements, grading, driveway repairs, and tree removal.

In 2017, the City held a public meeting to discuss the scope of the project.  Minimal public input was received at the 2017 public meeting.  Upon receiving more recent concerns about the design from affected residents, staff held a second public meeting to collect comments on the design of the upcoming Veteran’s Trail Phase 4 / Barlow Road Sidewalk project.  The meeting was held at Ellsworth Meadows Golf Course on September 26, 2019.  At the meeting, residents voiced their opinions on the project and were provided a Fact Sheet and comment sheet to further provide remarks about the project.  Staff has collected the comments and prepared the attached memo outlining the public opinion of the project for Council’s consideration and input.

Timing Considerations

Staff recommends Council review the public comments and provide input on the final design of this project.
