Purpose & Explanation

The project will include reconstruction of the left turn lanes along Terex Road, at Darrow Road (SR 91) to create a ‘positive’ offset from the opposite turn lane, thereby improving site lines at the intersection.  The project also includes lengthening the eastbound, Terex Road left turn lane to accommodate more school bus storage, which contributes to congestion at the intersection, as well as a new left turn lane along westbound Terex Road into the Jo Ann Fabrics parking lot.

The construction costs will be split with the Ohio Department of Transportation (ODOT), Surface Transportation Block Grant (STBG) resurfacing funds.  The ODOT Funding is capped at $400,142.  Any costs over this amount are the responsibility of the City.

The total estimated construction cost for the project is $750,142, which includes a 10% contingency. Of this amount, up to $400,142 will be covered by Federal STBG funding, paid directly to the contractor. The remaining $350,000 in construction costs will be funded locally.

This project is scheduled to be formally bid in late 2025 or early 2026 with construction to begin in Spring 2026.

Suggested Action

Staff recommends that City Council approve this Resolution authorizing the City Manager to advertise, receive bids and award a contract to the lowest and best bidder for the SR 91/Terex Road Turn Lane Improvement Project.
