Brief Description:   The purpose of this proposal was to solicit proposals from professional design,  engineering and surveying consultants (Consultant) for the analysis, engineering, and design of a 5-ft. pedestrian sidewalk along E. Streetsboro Road (SR 303) from Stow Road to Stone Road including storm design, retaining walls, traffic signage, pedestrian signals, street lighting, pavement striping, and other miscellaneous design items as described in the formal Request for Proposals (RFP).

Purpose & Explanation

In April 2021, the City sent out the RFP to four (4) ODOT qualified civil engineering consulting firms.  The proposals were due on Friday, May 7, 2021. 

The City received three (3) formal proposals for the Project as listed below:

AECOM Technical Services, Inc.                     $ 124,680

EDG                                          $ 165,439

GPD                                          $ 213,989

Transystems                      Declined and did not submit. 

Following the review of the proposals and an interview with the consultants as to their ability to do the required work, along with their ODOT experience and understanding of the RFP, the City staff is recommending AECOM Technical Services, Inc. to perform the E. Streetsboro St. (SR 303) Sidewalk Improvement Project. 

Note:  AECOM was able to reduce the costs for several items to this proposal, due to the fact they are currently performing the design and engineering for the recent design of the Stow Road and SR 303 Sidewalk Improvement Project to the west of this project.

These consulting services include the survey, geotechnical analysis, preparation of preliminary engineering plans, multiple public meetings, Council meetings, exhibits, utility and ODOT coordination, project specifications, cost estimates and other miscellaneous services described within this RFP with the intention to bid this project for construction as early as the Spring, 2022.  The consultants will provide the Request for Information (RFI) during the bid process, wetland delineation, property acquisition & descriptions or all areas that need agreements, and consulting during the shop drawing review.  The City will pay for any permit fees as a separate purchase order, as needed. 

As with other consulting proposals, staff is requesting a 10% contingency to handle any unforeseen issues that may arise during the design and investigation work on this project. 

The total requested fee, including the 10% contingency = $137,148

For any considerations above this requested amount the City staff would return to the City Council for approval.

Staff recommends City Council approve this Resolution authorizing the City Manager to enter into a professional services contract with AECOM Technical Services, Inc. for the E. Streetsboro Street (SR 303) Sidewalk Improvement Project.
