Executive Summary:   This is a request to purchase two (2) new custom pumpers to replace two (2) existing 20 year old pumpers currently being used by the Hudson Fire Department. Purpose & Explanation
The current pumpers are 20 years old and budgeted for replacement in 2014. We have had over $20,000 in unexpected component failures and associated out of service time in the past 2 years, all attributed to the age of the units. The current pumpers are not equipped with vehicle stability control, ABS braking, front or side air bags. I consider these safety features as critically needed components for the protection of our firefighters while responding to emergency incidents. These pumpers carry our personnel, 1000 gallons of water, 1100' of 5" large diameter supply hose, 1200' of 1 ½"- 2 ½" fire attack hose and 600' of 3" supply hose. They also carry many other critical firefighting tools that are used at incidents. A committee of 5 HFD firefighters and I evaluated 5 manufactures of fire apparatus over the past 11 months. The committee narrowed the field to their top 2 choices (Pierce & Sutphen). Members of the committee then toured both manufacturing plants and met with sales and engineering staff. The committee received preliminary estimates and specifications from both manufacturers. The committee carefully reviewed the proposals and unanimously selected Pierce to be the manufacturer that provided the most cost- effective pumper to best serve the long term needs of the residents, business community and visitors that we serve. The 5 primary features that are either unavailable or not included in the estimate from Sutphen are: Frontal crash airbag system, multiplexing electrical system, 10" extended cab, hydraulic ladder rack that has the capacity to hold all ladders plus both hard suction hoses and the large equipment storage areas surrounding the rear fenders. The pumpers will be purchased through Finley Fire Equipment, the sole source provider for Pierce Manufacturing Inc. in Ohio. The pumpers will be purchased using the current Ohio State Term Schedule (STS).
Timing Considerations
I would like to have the contract signed and the prepayment completed no later than July 1, 2014 to avoid the Pierce Manufacturing Inc. price increase scheduled for that date. Delivery is estimated to take 8-9 months from date of order.
Fiscal Impact
The pumpers are budgeted for replacement in 2014 at an estimated cost of $1,050,000. This cost includes approximately $50,000 for replacement radios, computers and specialized equipment to be purchased from other vendors. The cost for both pumpers is quoted at $1,036,290 less a $41,450 prepay discount. A performance and payment bond equal to 100 percent of the total contract amount is included with the prepay discount. The total cost to purchase both pumpers is $994,840. Funds are available out of the Fire Capital Replacement Reserve, 480 account. The disposition of the (2) pumpers being replaced will be finalized as the delivery date approaches. Possible options are selling the pumpers on GovDeals, manufacturer trade in or selling to an equipment broker. Current estimates for trade in value are $15,000-20,000 per unit.
