21-0021- March 9, 2021 - City Council Workshop:  Staff introduced the topic of commencing work on the Comprehensive Plan update.  Council acknowledged a preference to wait until after the upcoming election to commence work on the effort.

 

22-0008 - January 25, 2022 - City Council Workshop:  Staff presented the Hudson Snapshot report, which summarized existing conditions in key areas including demographics, housing, utilities, transportation, and environmental.  The report was developed to help transition into a formal Comprehensive Plan update.  Staff and Council discussed holding a future discussion in March to review a potential framework for the update.

Purpose & Explanation

The City’s Comprehensive Plan establishes a ten-year vision and strategic direction for the community on topics including land use, housing, public infrastructure, transportation, and more. The Hudson City Charter requires a review and update of the Comprehensive Plan at least once every 10 years.  Staff has submitted the attached memorandum to propose a framework for the plan and to seek guidance from Council on a few key items including the establishment of a steering committee and selection of a consultant to assist the committee and staff.  

Timing Considerations

Staff is requesting Council guidance to allow for the Comprehensive Plan update effort to formally commence in 2022.

Staff recommends City Council review the attached memorandum and provide guidance on the framework, establishment of a committee, and selection of a consultant.
