Purpose & Explanation

The project limits are on SR 91 (S. Main Street) from Barlow Road to the Stoney Hill Drive intersection.  The project is being partially funded via an ODOT Safety Program Grant and AMATS Congestion Mitigation/Air Quality (CMAQ) grant.  The project goal is to implement four countermeasures outlined in the State Route 91 Safety Study submitted and approved by ODOT in 2016 which are:

1.                     Widen SR 91 to accommodate a center two-way left turn lane throughout the project area.

2.                     Resurface the SR 91 corridor throughout the length of the project limits.

3.                     Construct 5’ bike lanes on the east and west side of SR 91.

4.                     Construct sidewalks on the east and west side of SR 91.

Bids were received on April 26, 2022.  Bid received were in excess of the Engineer’s Estimate by 40%.  Below is the Engineer’s Estimate along with the respective bids.

Staff reviewed the increased costs with the design consultant and bidders and identified that the escalated costs are due to general increase in labor and material costs affecting the construction industry.

The City had received outside agency funding for the project.  The summary of funding is as follows:

AMATS - CMAQ funding (administered by ODOT)

                     Traditionally 80% funding with 20% local match

                     Original Funding Amount: $2.5 million

                     Updated Funding Amount (see below): $2,875,000 of which $290,587 being allocated towards the construction management contract for the project.  

 

After the April 26, 2022 bid opening, staff contacted AMATS to see if additional CMAQ funding could be allocated to the project due to the identified increase in project costs and AMATS has confirmed that 15% increase in funds will be made available to the City.  This 15% increase is $375,000 bringing the revised CMAQ funding to $2,875,000.

 

ODOT Safety Funds

                     Traditionally 90% funding with 10% local match

                     Funding Amount: $1.5 million

                     Amount Remaining: Approximately $938,537.70 will remain for Construction as some Safety funds are currently being spent on the project design and right of way acquisition.  

The revised estimated costs of construction of the project is $4,180,633 of which $938,537.70 will be paid via remaining ODOT Safety Funds, $2,510,250.67 will be paid with CMAQ funding, and $731,844.63 with City funding.  An additional 5% contingency is requested in the amount of $209,031.65 for a total construction cost of $4,389,664.65 ($4,180,633 (construction contract) + $209,031.65 (5% contingency) = $4,389,664.65).  The 5% contingency will also be split, using the remaining CMAQ Funding of $74,162.13 leaving the balance of the contingency to be paid by the City in the amount of $134,869.52.

The total estimated construction budget is $4,389,664.65.  Of this construction amount, the City’s estimated cost is $866,714.15 ($731,844.63 (construction contract) + $134,869.52 (contingency))

The construction of the project is anticipated to start in the summer, 2022 and finish in the summer, 2023.  An emergency clause is being requested in order to rebid the project as soon as possible and commence with construction this summer.
