A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR COMPETITIVE BIDS AND TO ENTER INTO A CONTRACT FOR THE COLONY PARK TRUNK STORM SEWER REPLACEMENT PROJECT.

Brief Description:   The Colony Park Trunk Storm Sewer Replacement Project will involve the removal and replacement of an existing, 36” and 42” diameter corrugated metal storm sewer that is failing under the asphalt parking lot at the park.

Purpose & Explanation

The City of Hudson Parks Department identified that the existing, large diameter storm sewer under the parking lot at Colony Park has started to fail.  Investigations by public works and engineering staff have identified that the 36” and 42” diameter, metal storm sewer is failing due to the invert of the pipe rotting out causing the pipe to deform and cause settlement to the pavement above the pipe.  It has been determined that the best, long term repair solution to remedy this issue includes the removal of the metal culvert and installation of new plastic culvert which will provide a longer service life (over 50 years) than metal pipe.   

The City Engineering Department anticipates designing the project in-house.  The work is scheduled to be completed by the Summer of 2021.

The estimated project cost of construction including a 10% contingency is $200,000.

Following the approval of this Resolution by City Council, the Engineering Department will advertise in the local newspaper and receive bids for this project on behalf of the Parks Department.  Staff will only return to Council if the bids received are in excess of 10% of the Engineer’s Estimate; otherwise, the City Manager is authorized to enter into a contract with the lowest and best bidder.
