Purpose & Explanation
Bids were received on Tuesday, March 12, 2013 for the Barlow/Terex Road STP Resurfacing Project.  Below is the Engineer's Estimate along with the respective bids.
Engineers Estimate: $675,992.38

The City Administration is requesting City Council approval to authorize the City Manager to award and enter into a contract with Ronyak Paving, Inc. for the Barlow/Terex Road STP Resurfacing Project.  This work will consist of berm restoration, pavement planning, partial and full depth repairs, intermediate asphalt course, surface asphalt course, and pavement striping along Terex-Barlow Road from SR 91 to the Norfolk Southern Rail Road Tracks.  The Engineering Staff is requesting a 10% contingency for any unforeseen issues that may arise during construction in the total amount of $668,552.97.
 
Total Project cost =$668,552.97 ($607,775.43-base + $60,777.54-10% cont.) (Split 80% ODOT/20%-Local City Share)
 
The additional asphalt berm (bike lanes) alternate bid cost came in at $237,260.47 (100% local funding).  Ronyak Paving, Inc. was also the lowest bidder for the bike lane alternate.  This cost was for a Bike Lane from SR 91 to the RR Tracks on Barlow Road.  Per Council's request, City Staff has put together the cost for the Bike Lane Limits to be from the Barlow Road East intersection to the RR Tracks.  This cost is $157,746.97.  This portion is currently unfunded.  If City Council decides to award the bike lane alternate, this money would need to be appropriated for first quarter.
 
Total Bike Lane Cost = $173,521.67 ($157,746.97 -base + $15,774.70-10% cont.)
 
Total Local Cost including Bike Lanes = $842,074.64 ($668,552.97-base + $173,521.67-Alternate)
Timing Considerations
Upon authorization to proceed by the City Council, the administration will award and enter into a contract with Ronyak Paving, Inc. for the above and coordinate with ODOT for this project.

Suggested Action
Staff recommends that City Council approve this resolution authorizing the City Manager to award and enter into a contract with Ronyak Paving, Inc. and we are requesting an emergency clause be added to this legislation in order to maintain the public health and welfare and in order to maintain the project schedule with ODOT.
