A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT FOR PROFESSIONAL SERVICES WITH MAGELLAN ADVISORS, LLC FOR A BROADBAND NEEDS ASSESSMENT AND BUSINESS PLAN; AND DECLARING AN EMERGENCY.
Executive Summary: This project will result in the production of a Broadband Needs Assessment and a Broadband Business Plan containing a needs assessment, preliminary engineering and construction cost estimates, organizational and operational recommendations for future network implementation projects, and funding strategies for potential projects. The desired outcome of this planning effort is to provide a tool for the city to implement a 3 phased installation plan to loop the city with fiber, connect the business parks, and implement fiber to the homes (FTTH).

Purpose & Explanation
Bids were received on August 15, 2014 for the Broadband Needs Assessment and Broadband Business Plan. Below are the respective bids.

After receiving the above proposals, the IS/GIS department created a response evaluation form to evaluate and grade the responses according to the criteria as set forth by the RFP. An online review of the submitted proposals by members of the IS/GIS staff and the Assistant City Manager, was completed. Each contractor's submission was graded and evaluated. Three finalists were chosen to present to the Broadband Committee.
Members of the Broadband Committee (City Manager, Assistant City Manager, Service Director, Finance Director, Economic Development Director and the IS/GIS staff) attended online presentations by the 3 finalists (DesignNine, NeoFiber and Magellan Advisors).
A consensus opinion was established after these presentations, and Magellan Advisors was selected.
The City Administration is requesting City Council approval to authorize the City Manager to award and enter into a contract with Magellan Advisors for the Broadband Needs Assessment and a Broadband Business Plan in an amount not to exceed $58,500.
Timing Considerations
Upon authorization to proceed by the City Council, the administration will award and enter into a contract with Magellan Advisors for the above amounts. Delays may impact the project completion timeline as projected below.
· City Council contract approval anticipated on October 1, 2014.
· Contract Finalized no later than: October 3, 2014
· Selected firm begins work: October 6, 2014.
· Project completion date: December 31, 2014.

Suggested Action
Staff recommends that City Council approve this Resolution authorizing the City Manager to award and enter into a contract with Magellan Advisors and we are requesting an emergency clause be added to this legislation in order to maintain the requested timeline for completion.
