Purpose & Explanation

The 2024 Comprehensive Plan reaffirmed the community’s commitment to develop meaningful income taxbase at the city-owned site at 996 Hines Hill Road. As a result, Staff have pursued SiteOhio Authentication through jobs Ohio to certify that the site is ready for development and be placed on a short list of properties the JobsOhio team provides to leads. A requirement of this program is to have due diligence studies completed, including a Phase I Cultural Resources Study and a State Historic Preservation Office Concurrence Letter. This study requires technical expertise beyond what is available through internal Staff resources, as such, three consultants were interviewed to determine their ability and cost to perform the study.

Consultant Quotes Obtained:

EMH&T Engineers, Surveyors, Planners, Scientists: $35,000

Lawhon & Associations, Inc.: $47,000

Stone Environmental, Engineering & Science: $50,000

Terracon: $59,500

 

Staff found all consultants to have appropriate levels of expertise to complete the project and therefore recommends the most cost effective firm, EMH&T be engaged.

 

As with other professional services contracts staff is requesting a 10% contingency to handle any minor changes in the scope of services that may occur during the course of the study.  The 10% amount would be $3,500 for a total contract cost of $38,500. For considerations in excess to this amount, staff will return to the City Council.

Staff recommends City Council approve this Resolution authorizing the City Manager to enter into a professional services contract with EMH&T for the Cultural Resources Study required in pursuit of SiteOhio Authentication.
