Purpose & Explanation
In 2020, the City budgeted $450,000 for construction administration and inspection cost for the SR 91 North Turn Lane Project. Due to postponement of a number of capital improvement projects, staff determined that in-house staff was available to provide the required inspection and some of the administrative services for the project.
Due to availability of engineering staff, a reduced scope fee was negotiated with QCI Group for a two-year (2020 & 2021) contract in the amount of $279,706.40. Council approved only the 2020 portion of the construction management and inspection services contract in the amount of $107,548.00 and requested that staff return to Council for additional costs needed in 2021.
Due to City engineering staff undertaking the full-time inspection and part-time construction management of the SR 91 North Turn Lane Project in 2020, the entire approved 2020 budget of $107,548 was not expended during 2020. A total of $61,762.76 remains on the 2020 budget that has been carried over to 2021 and is continuing to be used for construction management and support services for the project.
After review of the contractor’s progress, evaluation of City staff availability in 2021 and evaluation with QCI of the remaining construction management services yet to be completed, staff has established that the fee for the 2021 construction season will be $137,867.72. Subtracting the 2020 budget carry-over of $61,762.76 equals a total of an additional $76,104.96 being requested for 2021 ($137,867.72 -est. for 2021 minus $61,762.76 -balance from 2020 = $76,104.96). QCI’s fee summary is provided on the attached spreadsheet.
In addition to supporting on-going construction management services and backup day-to-day inspection, QCI’s costs include services needed to meet the ODOT required quality assurance/quality control materials testing and electrical inspection to be performed during the 2021 roadway widening and electrical lighting improvements portion of the project. These items are noted as “T&E Inspector TEC” (traffic & electric inspection) and “Soils & Aggregate Inspector” on the spreadsheet
As with other professional services contracts we are requesting a 5% contingency in the amount of $3,805.25 to handle any minor changes or additional construction administration and inspection services that may be required during construction. The total contract addendum increase is $79,910.21 ($76,104.96+ $3,805.25). For considerations in excess to this amount, staff will return to the City Council for any additional funds necessary.
