Executive Summary:   The Hudson Police Department is requesting the purchase of four (4) new police vehicles per the 2016 Approved Budget, and in accordance with the approved fleet replacement schedule. Three marked cruisers and one unmarked vehicle were approved in the 2016 City budget under “Equipment Replacement.”

Purpose & Explanation

Hudson Police currently have ten (10) marked police vehicles in use as regular patrol vehicles.  These vehicles include six (6) Ford NGPI-U (Explorers); one (1) four-wheel drive capable Chevrolet Tahoe (supervisor’s vehicle); two (2) Dodge Chargers; and one (1) Ford Crown Victoria Police Interceptors (CVPI’s).

We would like to purchase three (3) all-wheel drive Ford NGPI-U’s, at a total cost of $77,406.00 ($25,802.00 each) from Statewide Ford which is State Bid pricing. Three other quotes were received; from Spitzer Ford ($26,618.18), Liberty Ford ($26,733) and GSA AutoChoice ($27,939.63). The three new police vehicles will replace V2, V4 and V6 (one 2011 Ford CVPI and two 2012 Dodge Chargers), presently at 91,000, 103,000 and 92,000 miles respectively.

We would also like to purchase a Ford NGPU-S (all-wheel drive Ford Taurus), at a cost of $23,855, also from Statewide Ford which is State Bid pricing. Two other quotes were obtained; Montrose Ford quoted $24400.68, while GSA AutoChoice quoted $24799.54 for the same vehicle. This is to replace the chief’s vehicle, a 2008 Dodge Charger (in service since fall of 2007 and with 109,000 miles).

It is planned that the Ford and the chief’s Charger will also replace the two, 2004 Dodge Stratus’, the detective and training cars.

The total purchase cost for all four police vehicles is $101,261.

Timing Considerations

Purchase agreement and ordering would take place immediately upon approval of Council.

Staff recommends that Council approve legislation authorizing the City Manager to enter into a purchase agreement with Statewide Ford for three (3) Ford NGPI-U cruisers and one NGPI-S vehicle for a total price of $101,261.00.
