AN ORDINANCE AMENDING SECTION 410.04 OF THE TRAFFIC CODE TO ADD A FOUR-WAY STOP INTERSECTION AT DONGAN DRIVE AND WINSLOW DRIVE IN THE CITY OF HUDSON; AND DECLARING AN EMERGENCY.
Executive Summary:   A petition was submitted by a Hudson resident to evaluate the intersection of Dongan Drive and Winslow Drive for a four-way stop, speeding, sight distance and accidents.  An engineering study was undertaken by TMS Engineer's Inc.

Purpose & Explanation
An engineering study was undertaken after a petition was filed by a Hudson resident.  The resident's petition met the City's criteria for such a study.  The petition requested that the intersection of Dongan Drive and Winslow Drive be evaluated for speeding, a multi-way stop, sight distance and accidents.  TMS Engineers, Inc. was selected to complete the study and the following are TMS's conclusions:
1.      The weekday AM peak hour of vehicular traffic was determined to be 7:00 AM to 8:00 AM and the PM peak hour of vehicular traffic was determined to be 4:00 PM to 5:00 PM.  These periods were analyzed since they reflect the periods of the highest volume of traffic and pedestrian flow for the roadway.
 
2.      The crash analysis review determined that there were no crashes recorded in the most recent five year period for this intersection.
 
3.      The available stopping and intersection sight distances for this intersection are below the recommended distances found in the ODOT Location and Design Manual for 25 mile per hour (Winslow Drive) and 30 mile per hour (Dongan Drive) roadways. The intersection and stopping sight distances are being restricted by vegetation and trees along the west side of Dongan Drive just north of Winslow Drive.  The vegetation is located on private property.  The City has attempted to trim and remove the vegetation to and has been unable to complete this with the owner.
 
4.      The capacity analysis determined that the intersection is currently operating at acceptable levels-of-service during the AM and PM peak hours.
 
5.      The 85th percentile speed for Dongan Drive is 30 miles per hour.
 
6.      A review of the multi-way stop sign warrant criteria determined that four-way stop sign control is only justified due to safety concerns with the limited sight distances on the north and west approaches of the intersection.  
 
7.      Curb ramps at the intersection should be upgraded to current ADA standards.(2014 Concrete Program)
 
8.      Sidewalks are recommended along Dongan Drive and adjacent streets to provide connectivity and a safe alternative to walking in the street as priorities allow. (Connectivity Plan - under review)
 
9.      The intersection will experience a small increase in delay with the addition of the multi-way stop.
 
10.      An advance "STOP AHEAD" sign should be placed 200 feet north and south of Winslow Drive.
Timing Considerations
The action plan items would be implemented once the Resolution is approved by City Council.

Suggested Action
Staff recommends the following actions based on the recommendations in the study:
1.      Install a four-way stop sign at the Dongan Drive and Winslow Drive intersection utilizing the Public Works Department.  Update the codified ordinance section 410.04; 4-way stop Intersections to list this intersection.
2.      Install a "STOP AHEAD" sign 200 feet north and south of the Winslow Drive and Dongan Drive intersection utilizing the Public Works Department.
