Purpose & Explanation

The bid combined three (3) sidewalk project sections and includes the construction of approximately 2.38 miles of five-foot concrete sidewalk, along E. Streetsboro Street (303) between N. Hayden Pkwy and Stow Road, along E. Streetsboro Street (303) from Stow Road to Stone Road and on Stow Road between E. Streetsboro Street (303) and the entrance to Hudson Springs Park. 

The work also includes storm improvements, ADA curb ramp and crosswalk upgrades, new Rectangular Flashing Beacons (RRFBs) at the crosswalks on Stow Road at Victoria Parkway and Hudson Springs Park (two sets), retaining wall construction, lighting upgrades, minor roadway work and three small right-of-way acquisitions.

The amount budgeted for these three projects was $2,053,320.  During final design, it was determined that the project should include the introduction of two sets of new RRFBs on Stow Road; one at the Victoria Parkway intersection and one at the trail crossing to Hudson Springs Park and retaining wall work would also be required to alleviate environmental and major private property impacts.  The final engineer’s estimate at the time of bidding for all three projects was $2,184,955.24 which was within the approved total costs noted in Res No. 22-169 for the Permission to Bid and Award 2023 Connectivity Projects Legislation, passed on 12/28/22.

Bids for the three sidewalk projects on E. Streetsboro Road (SR 303) and Stow Road were received on March 21, 2023, and the low bid received for the construction of the projects was $2,385,403.07 which is within 10% of the engineer’s estimate.  The total project cost, with a 5% contingency, is $2,504,673.22

Bids were evaluated, and as with other projects that have been bid out this year, Engineering is seeing higher than anticipated bid costs due to overall higher material and labor costs.

As the total budgeted amount for these three sections of sidewalk was $2,053,320, staff is requesting an additional amount of $466,019.62 to cover the project cost and contingency as well as funds needed to perform tree clearing, which was bid under a separate contract (in order to meet dates required by environmental permits for the project).  A summary of the project’s cost are as follows:

Note that of the initial $20,156,078 approved by Council for 2020 Connectivity Master Plan,  $6,732,990.00 was budgeted in 2021 and 2022.  Of that amount, $4,384,114.14 was spent in 2021 and 2022 as those projects came in $2,348,876 under budget ($6,732,990.00 - $4,384,114.14 = $2,348,876).
