Executive Summary:   This project will involve the installation of a new flow sensor inside of a precast manhole on an existing City of Hudson 8” water main along SR 303 that is located within the Village of Boston Heights.

Purpose & Explanation
The existing 8” water main extends from the City's Water Treatment Plant on SR 303 approximately 2.5 miles down to the Boy Scouts of America, Camp Butler.  The water main, commonly referred to as the BSA water main, services only the Boy Scout Camp and several buildings for the National Park Facility in the Village of Boston Heights.  If a break or leak were to occur in the line, significant water could be lost due to the water main's isolated condition outside of the City limits, and the topology of the Boyscout Camp, below the Water Treatment Plan allowing the line to drain without warning.  A method to identify and alert staff of breaks is needed so that significant amounts of water are not drained from the City water system causing a critical condition.  The flow meter will sense significant changes in the flow within the line, such as breaks, and alert staff via the City's SCADA system of the potential problem.
Timing Considerations
Following the approval of this Resolution by the City Council, the Engineering Department will advertise in the local newspaper and receive bids for the project.  Following the bid opening we will return to City Council to award the contract to the lowest and best bidder.

Suggested Action
Staff recommends that City Council approve this authorization for the City Manager to advertise and receive bids for the PRV Installation Project.  We are requesting an emergency clause be added to this project in order to get this project constructed by the end of 2013.
