Brief Description: This project involves grading improvements to allow for better maintenance and less flooding of an existing City maintained storm water detention pond located northeast of Herrick Circle in the subdivision of the Woods of Western Reserve.

Purpose & Explanation
In September 2020, staff met with the residents on Herrick Circle that live adjacent to a storm water detention pond (see map attached) to discuss their concerns with a long-term maintenance issues of the dry pond in their rear yards and other flooding concerns. The concerns are that the drainage ditch that feeds the pond, and the pond, are no longer able to be mowed due to poor drainage within the ditch and pond, resulting in sediment in the low-flow channel and a year-round standing water issue within the ditch and pond. Residents noted that past grading improvements completed by the City had only provided temporary relief of the condition, and they were requesting a long-term solution to the issues.
After meeting with the residents, staff reviewed the plat, easements and previous County and City work completed on the detention pond over the past few decades. This information was reviewed with our city solicitor, who confirmed that the existing detention pond falls under the maintenance responsibilities of the City, and therefore staff proceeded with the detailed evaluation, study, and design of the improvement.
To aid with the improvements to the ditch and the pond drainage, it was determined that a new 12” diameter outlet pipe shall be installed, lower than the existing pond bottom. The lower pond outlet will then allow for re-grading of the pond bottom and embankments and also allow for an increased slope of the low flow channel. In addition to these improvements, a hydraulic study was performed that identified that the pipe and grading improvements will result in no increased flows to downstream properties will occur. Furthermore, with these improvements, the detention pond will be easier to routinely maintain by our Public Works Department, which will keep the pond functioning as designed.
The Engineer’s Estimate for these improvements to the pond and ditch is $50,000, which includes a 10% contingency. Of the $50,000, approximately $27,000 will be paid for from an existing fund that was collected by the former Summit County Storm Water collection fee in this area of Hudson Township and remains on our fund list.
If the project bids are in excess of the above the limits, staff will return to City Council for further review and approval.
