Title

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR COMPETITIVE BIDS, AWARD AND TO ENTER INTO A CONTRACT FOR THE REPLACEMENT OF THE DRIVEWAY CULVERT AT 27 BARLOW ROAD.

Brief Description:   The Barlow Road Drive Culvert Replacement Project will involve the removal of an existing drive culvert at 27 Barlow Road and replacement with a new drive culvert.

Body

Legislative History

None.

Purpose & Explanation

In the summer 2022, the Ohio Department of Transportation (ODOT) finished the State Route (SR) 8 Reconstruction Project that included roadway, pavement, bridge, lighting and drainage improvements along SR 8 and adjacent roadways in the cities of Cuyahoga Falls, Stow and Hudson.

As part of the project, ODOT reconstructed portions of the storm system in accordance with state and federal design requirements.   Storm work included reconstruction the roadside culvert along Barlow Road, under SR, 8 from a 27” pipe to a 34” x 53” elliptical pipe meeting ODOT’s design standards.     During construction of the new storm pipe, staff identified that the 15” driveway culvert at #27 Barlow Road, downstream of the new ODOT culvert, is undersized and in need of replacement.

The work associated with removal and replacement of this drive culvert meets the following criteria established by the City’s Private Property Storm Water Policy and codified ordinances:

1.                     The drainage issue is a nuisance and creates an unsafe condition.

2.                     The improvement would result in measurable flood reduction.

3.                     The contributing drainage area is over five (5) acres.

4.                     The work proposed exceeds the capacity of a resident to resolve.

The new driveway culvert will be designed in-house and include new drive apron replacement, grading and restoration.  The project is scheduled for construction in the summer of 2023.

The estimated project cost of construction is $80,000 which includes a 10% contingency.

Following the approval of this Resolution by City Council, the Engineering Department will advertise in the local newspaper and receive bids for this project.  Staff will only return to Council if the bids received are in excess of 10% of the Engineer’s Estimate; otherwise, the City Manager is authorized to enter into a contract with the lowest and best bidder.
