13-04-Authorized the City Manager to advertise for bids for the capital maintenance programs.
Purpose & Explanation
Bids were received on Wednesday, April 17, 2013 for the 2013 Concrete Replacement Program.  Below is the Engineer's Estimate along with the respective bids.
 
Engineer's Estimate = $351,725.45
 
Perrin Asphalt Company      $263,122.37
Vito Gironda Construction Company      $263,318.87
Liberta Construction Company      $289,940.42
Dan Ray Construction, LLC      $302,146.99
A & J Cement Contractors, Inc.      $325,842.60
Lockhart Concrete Company      $399,842.33
 
Due to the contract coming in below the budgeted amount we would like to add several alternate streets to the program.  The total amount of the alternates that we would add would not exceed $95,472.59.
 
The City Administration is requesting City Council approval to authorize the City Manager to award and enter into a contract with Perrin Asphalt Company for the 2013 Concrete Replacement Program.  This work will consist of the removal and replacement of sections of concrete streets, joint repairs, and sidewalk at various locations in the City of Hudson.  The Engineering Staff is requesting a 10% contingency for any unforeseen issues that may arise during construction for a total contract amount of $289,434.61.
Timing Considerations
Upon authorization to proceed by the City Council, the administration will award and enter into a contract with Perrin Asphalt Company for the above amounts.

Suggested Action
Staff recommends that City Council approve this resolution authorizing the City Manager to award and enter into a contract with Perrin Asphalt Company and we are requesting an emergency clause be added to this legislation in order to maintain the public health and welfare.
