Title
Discussion on Adaptive Signals Technology
Brief Description: Staff would like to discuss with Council the Adaptive Signal Technology (aka SMART Signals) and to recommend implementing this advanced technology for the Hudson signalized intersections.
Body
Legislative History
None
Purpose & Explanation
The City has completed the Adaptive Signal Study for all of the existing traffic signals and intersections within the City of Hudson. (See the attached Executive Summary of the study completed by TMS Engineers, Inc. The overall study is approximately 1000 pages and is on file in the Engineering Office.)
Agenda for the Presentation 6-11-19:
• The City staff will perform a video presentation of the technology with one of the vendors that provides the Adaptive Signal Technology at the Council Workshop Meeting. We currently utilize this company within our current signals.
• The consultant (TMS Engineers) who performed the Adaptive Signal Study will also be present to answer any questions on the technology or the study.
• The City staff will discuss the next recommended steps and timelines for implementing this technology (Budget on pages 55-57 of the study).
Based on the historic building constraints within the downtown area of Hudson and impacts of widening roadways, the City staff recommends that the City Council approve the authorization of the consultant (TMS Engineers Inc.) to perform the necessary changes to the signal timing and the design to upgrade the current signals as stated in the study. Following this first phase of the work, the staff also recommends performing the design for the adaptive signal technology for all of the signals and intersections within Hudson. (See pages 55-57 of the Adaptive Signal Study.)
Timing Considerations
If City Council approves the administration to perform the above adaptive signal design and construction work, the staff will draft legislation for approval for the next City Council meeting. The first phase of the project described above can be completed by the end of 2019 and the adaptive signals within the downtown area of Hudson can be completed by the summer, 2020. The remaining signals in Hudson (i.e. the former Township areas) will be submitted to the Akron Metro. Area Transportation Study (AMATS) for funding under either CMAQ or STBG funding this summer and fall respectively.
Fiscal Impact
Currently Budgeted (Account #, $)
X Supplemental Appropriation Required (Account TBD, $103,000 (First Phase) + $165,000 (Adaptive Signal Design) = $268,000.)
Appropriation Not Required.
Recommendation
Suggested Action
The Administrative Staff recommends that City Council approve the request to perform the signal timing and upgrades to the existing system, along with the design of the adaptive signal improvements for the current signalized intersections within Hudson and declaring an emergency.
