Brief Description:   A local government must have a hazard mitigation plan approved pursuant to 44 CFR part 201.6 to receive Hazard Mitigation Grant Program project grants.  To comply with 44 CFR part 201.6, Hudson may create their own plan or participate in a multi-jurisdictional plan.  As such, Hudson participates in a multi-jurisdictional plan with Summit County.  Participating in the multi-jurisdictional plan requires Hudson City Council to pass a Resolution adopting the Summit County Hazard Mitigation Plan.

This legislation must be approved every 5 years.  This was last approved in 2014 with Ordinance No. 14-89.

Purpose & Explanation

Hazard mitigation means any sustained action taken to reduce or eliminate the long-term risk to human life and property from hazards.

The purpose of hazard mitigation planning is for State, local, and Indian tribal governments to identify the natural hazards that impact them, to identify actions and activities to reduce any losses from those hazards, and to establish a coordinated process to implement the plan, taking advantage of a wide range of resources.

The local mitigation plan is the representation of the jurisdiction's commitment to reduce risks from natural hazards, serving as a guide for decision makers as they commit resources to reducing the effects of natural hazards. Local plans will also serve as the basis for the State to provide technical assistance and to prioritize project funding.  Multi-jurisdictional plans may be accepted, as appropriate, as long as each jurisdiction has participated in the process and has officially adopted the plan.

Police Chief Tabak and Fire Chief Varnes have reviewed the Summit County Hazard Mitigation Plan and recommend City Council pass the Resolution to adopt the Plan. 

Timing Considerations

This Resolution is determined to be an emergency measure necessary for the immediate preservation of the public health, safety and welfare of the citizens of the City of Hudson.

Does this legislation require use of an emergency clause?

Yes. Summit County has requested that the City Council adopt the 2019 Hazard Mitigation plan by July 31, 2019.
