Purpose & Explanation
During design of the Owen Brown Street Reconstruction Project-which covers roadway, waterline, and storm sewer upgrades along Owen Brown Street between Morse Road and North Main Street (SR 91)-several property owners along the north side of Owen Brown Street and North Main Street reported ongoing drainage issues and structural flooding. Because the Owen Brown Street Reconstruction Project is slated for mid-2027, following a County sanitary sewer project, staff recognized an opportunity to integrate a small stormwater solution that would resolve these residents' drainage concerns as part of the larger roadway project.
While staff commenced with the design of the storm water improvements, the owner of 258 North Main Street-located directly upstream from the affected properties-was planning a residential addition and pool project. Staff identified that providing a dedicated City storm sewer connection point on North Main Street would allow this homeowner to extend a new storm system onto their lot and tie in both existing and proposed addition’s downspout drains. Directing these drains to North Main Street rather than downstream toward Owen Brown Street directly reduces runoff for neighboring properties, alleviating the flooding residents have experienced.
Because private construction at 258 North Main Street begins next month, staff requests authorization to bid and award the North Main Street Storm Sewer Improvement project in the coming weeks. An emergency clause is requested to expedite the bid and award process, allowing construction to begin in time to match the homeowner’s schedule and enabling the City to install the main line along North Main Street right as site work starts.
The total estimated cost for this improvement project is $82,500, which includes contingency. A project sketch is attached for reference.

Suggested Action
Staff recommends that Council approve this authorization for the City Manager to advertise, receive bids and award for the N. Main Street Stormwater Improvement Project. An emergency clause is being requested to align the project’s construction with concurrent, private residential addition construction this fall.
