Discussion on Construction Owner’s Representative

Brief Description:  Staff would like to discuss with Council the services of a Construction Owner’s Representative for the Downtown Phase II project.

Purpose & Explanation

City Council requested administration to review the possible services of a Construction Owner’s Representative for the Downtown Phase II Project.  The administration determined that the services could be utilized for the project to assist with the items as noted below. We also recommend the cost of the services should be on an hourly As-Needed basis with a Not-To-Exceed cost of $100,000.  This amount is based on an estimated cost of $125/hour, for one qualified individual and support staff, for a timeframe of approximately 600 hours during the length of the project.  If the services exceed this amount, administration will return to City Council.

 

The Construction Owner’s Representative time will be monitored and approved by administration. The representative will report to City Council on a regular basis. 

The duties of the Construction Owner’s Representative will include, but are not limited to:

                     Report to City Council and administration on the development and progress of the development;

                     Review the Developer’s Agreement and assist in the negotiations as it relates to various construction techniques, scheduling and other miscellaneous construction advice and consulting, quality control and administration with the City Team and the developer;

                     Review and provide comments on any claims and/or resolutions;

                     Assist City administration on general project planning, support and review of the development.

City Administration will draft a Request for Qualifications (RFQ) if City Council approves of the above proposal.

Attached to this letter are samples of various Owner’s Representative RFQ’s for your review.  Also attached is the City Team Chart and the various duties of the current team.

Timing Considerations

If City Council approves administration to perform the RFQ, administration can have the RFQ prepared in June 2019, then advertised and administration can have a recommendation to City Council by August 2019 for review and approval.
