Executive Summary:  The Public Works Department wishes to redirect funds currently in the Service Division budget to fund professional and design services for the construction of a salt storage site on the City property located at 5810 Hudson Drive (former Koberna property).  The funds ($32,000) were originally budgeted for the existing salt dome roof replacement which will not need to be completed in 2013.

Purpose & Explanation
The Public Works Department requested $32,000 in the 2013 budget for the replacement of the roof on the existing salt dome located at the service yard at 95 Owen Brown Street.  At that time City Council asked that Public Works staff consider holding off on the full roof replacement knowing that Council discussions regarding the Downtown Phase II development would be forthcoming.  As such, there could be a possibility that the City would vacate operations currently carried out at 95 Owen Brown Street.
Staff carried out additional inspections on the salt dome roof and determined that although the roof is ready for full replacement, it could wait a few years provided needed repairs were completed.    Subsequently the needed repairs were completed and staff is confident that with monitoring the roof can go a few more years without full replacement.
With the possibility of Downtown Phase II development it makes sense for the Public Works Department to begin salt storage site design in preparation for changes to operations in the future.  The professional services estimate for the salt storage site engineering, design, construction documents and project management is $29,792.
On the attached preliminary site plan for your reference, please note that the parcel in the upper right portion of the plan that is labeled "Warren Brown Property" is actually the location of Wentz Financial Group which was previously the American Legion Hall.

Staff recommends proceeding with the contracting of the professional design services needed for the construction of the salt storage site at an amount not to exceed $32,000.
