Title

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS AND ENTER INTO A CONTRACT FOR DEMOLITION OF THE BUILDING AT 5487 SULLIVAN ROAD AND ASSOCIATED SITE RUBBISH REMOVAL WITH THE LOWEST AND BEST BIDDER.

Brief Description:   This project involves the residential demolition and site rubbish/debris removal of the fire damaged property at 5487 Sullivan Road.

Purpose & Explanation

The City has attempted multiple times to communicate with the property owners for an extended period of time without a response from the owner.  Additionally, the city has had multiple code enforcement activities relevant to the property for several years.  Due the site conditions which may engage the health, like, or limb of persons, a written order declaring the property a public nuisance was issued on August 1, 2025.  All protocols including service and timelines have been processed by applicable standards.  Additionally, no appeal was filed pursuant to the allowances of  1480.04(d).    

 

The project design and specifications have been completed for this project.  The City is seeking City Council’s approval to proceed with bidding and awarding a construction contract for the demolition of the residence and rubbish removal from the property.  The estimated scope of work is estimated at $45,000.  Once the site abatement is completed, the owner will be billed the cost of abatement.  Failure to pay the cost, will result in the costs being levied as an assessment to the property tax duplicate with Summit County.  

 

The City Prosecutor and City Solicitor have approved this site demolition project based on the above non-responsive owner.

Suggested Action

The City staff recommends that Council approve this authorization for the City Manager to advertise, receive bids and award to the lowest and best bidder for the demolition of the residential property and rubbish removal located at 5487 Sullivan Road.
