A RESOLUTION DESIGNATING MARGARET TUSSEY AS THE ALTERNATE DELEGATE TO THE REGIONAL COUNCIL OF GOVERNMENTS THAT ADMINISTERS THE REGIONAL INCOME TAX AGENCY; AND DECLARING AN EMERGENCY.

Brief Description:  This Resolution designates Margaret Tussey as the alternate delegate to the Regional Council of Government that administers the Regional Income Tax Agency (RITA).

Resolution 80-29 established participation of the Village (now City) in the Regional Council of Governments (RCOG) that administers the Regional Income Tax Agency (RITA).

Purpose & Explanation

The agreement for participation allows each member to appoint a delegate to and one alternate to the RCOG.  Currently, Jeff Knoblauch, Asst City Mgr/Finance Director serves as the delegate and Brian Griffith, Asst City Mgr (former Asst Finance Director) as the alternate.

Historically, the Asst Finance Director has served as the alternate.  With the recent promotion of Margaret Tussey to Asst Finance Director, we are recommending Margaret be appointed as the alternate.

Typically, the RCOG only meets annually and if applicable, votes on any changes to the RCOG agreement.  This year, the RCOG is expected to vote on allowing the RITA Board to remotely attend their monthly meetings.  There are board members that travel 2+ hours to attend the monthly meetings and there is a desire to allow remote attendance in limited circumstances (e.g. bad weather).
