A RESOLUTION AUTHORIZING THE CITY MANAGER’S DESIGNEE TO APPLY FOR AN OHIO DEPARTMENT OF TRANSPORTATION CONDUCTED UPDATE TO THE SAFE ROUTES TO SCHOOLS TRAVEL PLAN AND IF SELECTED, ENTER INTO AN AGREEMENT WITH THE OHIO DEPARTMENT OF TRANSPORTATION FOR THE PROJECT; AND DECLARING AN EMERGENCY.

10-121 - Authorized Application and Agreement for Funds for Safe Routes to School; 10/20/2010
22-22 - Authorized Application to ODOT for Funding; 2/15/2022

Purpose & Explanation

The Ohio Department of Transportation’s (ODOT’s) Safe Routes to School (SRTS) program provides resources, technical assistance and project funding for Local Public Agencies (LPAs) and school systems to encourage and enable students in grades K-12 to safely walk or ride their bike to school.  For a city to be eligible to apply for funds, the community must develop a comprehensive School Travel Plan that identifies both infrastructure and non-infrastructure safety improvements, countermeasures, and educational programs.

The City of Hudson’s School Travel Plan was last updated in 2011 and did not include grades 9-12.  In order for the City to be eligible to apply for future infrastructure projects and non-infrastructure programs listed within the School Travel Plan, the plan needs to be updated every 5 years.  The City is eligible to apply for assistance from ODOT to update the plan.  Applications are due by March 3, 2023.

If awarded, ODOT will hire and manage a consultant to update the School Travel Plan.  City staff will provide information, develop a team, and work with ODOT on plan development. The City would further agree to pay One Hundred Percent (100%) of any extra cost authorized by the City over and above the work provided by the State of Ohio, Department of Transportation to update the School Travel Plan.  No additional costs are anticipated, and staff would return to Council to receive authorization for any additional costs.
