A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A LOCAL PUBLIC AGENCY (“LPA”) FEDERAL LOCAL-LET PROJECT AGREEMENT WITH THE OHIO DEPARTMENT OF TRANSPORTATION FOR THE SR 91 AND TEREX ROAD TURN LANE IMPROVEMENTS PROJECT (SUM-SR 91/TEREX RD, PID# 116929).

Brief Description:   This project will alter the turn lanes at SR 91 and Terex Road to provide "positive" offsets from the opposing eastbound and westbound Terex Road left turn lanes.

Purpose & Explanation

ODOT has a process that allows local public agencies (LPA) to administer projects that will use State or Federal funding. The process requires the LPA to enter into an agreement with ODOT for this process. The agreement requires the LPA to follow the State process for the contract.  The LPA process allows for more local control of the design and construction.

The SR 91 & Terex Road Improvement Project goal is to improve safety, the project will alter the turn lanes at SR 91 and Terex Road to provide "positive" offsets from the opposing eastbound and westbound Terex Road left turn lanes.   Site distances will be improved and therefore, accidents reduced. In addition, the eastbound turn lane along Terex Road will be lengthened allowing for additional stacking room for buses and vehicles, mitigating congestion at the intersection.

The SR 91 And Terex Road Turn Lane Improvements project construction costs will be split 90%/10% max./min. (State/City) Surface Transportation Block Grant (STBG) for this project.  The current award for this project is $400,142 and the City is responsible for all costs above the grant amount.  The preliminary estimated total cost of the project is $527,000.  ODOT has scheduled these funds to be available in 2026, but staff will be requesting to move this project up based upon design schedule and available funding.

Staff anticipates completing the design of the project in-house with assistance from a pre-qualified traffic consultant. Once staff completes the project design and final cost estimate it will be presented to Council for approval to bid and advertise the project.

Timing Considerations

The City will enter into the LPA agreement following City Council’s approval of this legislation.

Staff recommends that City Council approve this Resolution authorizing the City Manager to enter into an LPA Agreement with ODOT for the SR 91 And Terex Road Turn Lane Improvements project, PID# 116929.
