Purpose & Explanation

In 2019, the City of Hudson entered into an agreement with NEORSD for the cost reimbursements associated with the design and construction of the Owen Brown Street Bridge project. The original project included a full removal and replacement of the existing bridge based upon the previously completed Cuyahoga River Southern Watershed hydraulic study which included a review of the Brandywine Creek Tributary in Hudson.  The original total project cost, including design and construction, was estimated at $1,302,000, and is being 100% funded by NEORSD.  A copy of the original agreement with NEORSD is attached.

As part of the agreement between the City and NEORSD, during preliminary design of the bridge, the City was required to perform a more detailed hydraulic study at the bridge to verify that the bridge replacement was necessary.  The detailed hydraulic study included updated, detailed survey data of the existing stream cross-section, and bridge inverts, and surrounding terrain, along with updated, calibrated flow data.  The new hydraulic study identified that overland flooding at the bridge and neighboring properties was not as deep as originally modeled by previous studies, and that a full bridge replacement would only provide a nominal decrease in flood depths. 

The hydraulic study identified that in-lieu of removing and replacing the bridge, that the 42-inch “overflow” culvert could be installed, parallel to the existing bridge, and provide enough hydraulic benefit to eliminate roadway overtopping and also alleviate flooding at an existing residential garage located upstream of the bridge from future flooding, during the 100-year rain event.  The cost for the design and construction of the proposed 42-inch culvert is estimated at $441,342.

The cost of the design and construction of the 42-inch “overflow” culvert will be reimbursed by NEORSD as described in the revised agreement, also attached.  The project remains 100% funded by NEORSD, via reimbursement.

The Owen Brown Street project is anticipated to bid later this summer and be constructed in the summer/fall of 2023, pending Summit County Department of Sanitary Sewer Services (DSSS) work being completed ahead of the City's work commencing along Owen Brown Street.
