Purpose & Explanation

In 2019, Summit County applied for, and was awarded an Akron Metropolitan Area Transportation Study (AMATS) Federal Surface Transportation Block Grant (STBG) funds in the amount of $600,000 towards the resurfacing of the portion of Ravenna Road from Old Mill Road to the Portage County Line. 

The project’s total construction cost was estimated by the County at $750,000 and the $600,000 grant is being split between the County and City towards the construction of the project.  Any costs above the grant are the responsibility of the County and City.  The total project length is 1.36 miles of which approximately 0.75 miles (55% of project length) is in the City of Hudson.   The project includes resurfacing, base repairs, and replacement of pavement markings.  

The project’s construction was planned for 2025; however AMATS identified that grant funds were available to move the project construction into 2024.

The City’s portion of the original construction cost estimate was $95,000.  This was identified by taking the original construction cost estimate of $750,000, minus grant funding of $600,000 leaving a balance of $150,000.  The County/City would split the construction cost leaving the City’s balance at $75,000 + contingency + testing/inspection for a total of $95,000.

Final plans and detailed cost estimate for the project were completed this summer.  The updated, estimated total project cost is $1,165,974.74, revised from the initial estimate of $750,000.     The increase in cost from 2019 is due to inflation since the Covid pandemic.  Based upon updated project costs the revised estimated total cost of Hudson’s share, after the STBG grant is now $288,711.71 which includes an add alternate cost for pavement reinforcing fabric to mitigate cracking in the pavement surface. 


The total estimated cost that the City of Hudson would be responsible for is $288,711.71 + 5% contingency + inspection/testing bringing the total not to exceed construction costs to $313,252.21 or an increase of $218,252.21 over the original estimate ($313,252.21 - $95,000 = $218,252.21).    Should costs above this amount be identified, staff will return to Council for a request to increase the project’s budget.

The revised cost was identified by taking the updated construction cost estimate of $1,165,974.74 minus grant funding of $600,000 leaving a balance of $565,974.74.  The County/City would split the construction cost (based on percentage of project in City/County).  The updated City’s balance, based on the split, is $278,371.71 + reinforcing fabric cost ($10,340) + 5% contingency ($14,435.59) + testing/inspection ($10,104.91) and for a revised total of $313,252.21.

Suggested Action

Staff recommends that City Council approve increased project costs and to enter into a revised Cooperation and Cost Sharing Agreement between the County of Summit and the City of Hudson.
