Purpose & Explanation

Hole 17 at Ellsworth Meadows County Club has a long pond causing significant erosion along the fairway and green due to wave action. To address this, a 3-foot-tall wall will be installed along 600 feet of the affected area.

This Project was designed in-house and includes 80 concrete blocks, like those used on Hole 7. The project is scheduled for construction in the winter of 2025.

The estimated project cost of construction was $125,000 which didn’t include contingency. After the initial bids came in higher than expected, staff revised the scope of work to include a base bid to include a smaller portion of the wall along with an alternate which includes the balance of the project.  The city procured the blocks directly from the manufacturer in the amount of $45,000 in order to reduce contractor costs.

Since the base bid was within an acceptable range, the contract has been executed, and the contractor is proceeding with the work. Staff is now requesting additional funding to complete the work listed under Alternate 1 in the bidding documents. Proceeding with this work will result in cost savings compared to creating a separate project and minimizing disruptions to the golf course to a single occurrence. Additional funding requested in the amount of $25,000, which would complete the remaining portion of the project and provide a 10% contingency.

Staff recommends that Council approve this resolution authorizing additional funds in the amount of $25,000 to complete the Hole 17 Retaining Wall Project at the Ellsworth Meadows Golf Course.
