Legislative History

The Parks Master Plan was originally created in 2000. There have been several changes over the years. This new re-write and approach includes a citizen survey (last survey was in 2009) to encompass the changing parks facilities and amenities and operational procedures. City Council requested that the board address the aged Master Plan and proceed with the new version. 

Purpose & Explanation

The Parks Master Plan needed updating. A request for proposal was sent out to five consulting firms. Three returned the proposal. After lengthy phone interviews and evaluations, the subcommittee selected The Eppley Institute out of Indiana. The consensus was that they understood the scope of the project and had a higher level of experience with master planning and familiarity with the firm used for the citizen survey. The quoted price was $39,932.00. $50,000 was budgeted for the project.

Staff and the Park Board would like to award The Eppley Institute the professional services contract to assist in finalizing and re-writing the Parks Master Plan. They would begin after the survey is completed and evaluated in December 2019.
