Title

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH K2M DESIGN FOR THE FIRE AND EMS FACILITY RENOVATION DESIGN; AND DECLARING AN EMERGENCY.

Purpose & Explanation

This resolution seeks your approval for the engagement of design consulting services for the comprehensive renovation of our existing Fire and EMS Facility. These vital improvements are designed to enhance our emergency services' operational efficiency, safety, and the long-term functionality of the facility.

The proposed design improvements encompass several key areas:

-  New Detached Garage Building and Site Plan: This addition will provide essential space and improve overall site logistics for equipment.

-  Existing Building Renovations: Exterior and interior upgrades are planned, including new dormitories, critical safety enhancements to bring the facility up to current codes, modernized kitchens and day rooms, updated restrooms, and crucial HVAC, security and electrical system upgrades.

-  Integration of Facility Needs Study Recommendations from the report completed in early 2025: The design will incorporate specific consultant recommendations detailed on pages 8-9 of the K2M Facility Needs Study (2024-25), ensuring a holistic approach to our facility's requirements.

Consultant Recommendation and Financial Overview:

City Administration formally recommends engaging K2M Design for these design consulting services at a cost of
$359,850.00. This recommendation is based on K2M Design's proven track record with the City, specifically their recent successful completion of the Fire and EMS Facility Needs and Staffing Study for the City of Hudson. Their deep understanding of our facility's operational requirements, our safety staff, and safety needs makes them the most qualified firm for this critical project.

Consistent with best practices for professional service contracts, we are requesting a 10% contingency, totaling
$35,985.00, to address any minor, unforeseen changes in the scope of services. This brings the total requested budget amount to $395,835.00.

Any proposed expenditure exceeding this total budget will be brought back to the City Council for further consideration and approval.

For your reference, other qualified consultants submitted the following proposals for these services:

- Thrasher: $391,000.00

-  BCI: $563,335.00

-  GPD Group: $725,454.00

An emergency clause has been included in this legislation to expedite the design and subsequent construction phases of these critical renovations. This accelerated timeline is essential to achieving 24/7/365 firefighter protection within the City of Hudson and to significantly improve response times to emergency calls as quickly as possible.

As the City Manager and the Director of Public Safety, I believe approving this resolution will be a pivotal step in ensuring our Fire and EMS Department is equipped with a modern, safe, and efficient facility, and reducing our response times to fires in Hudson, which will directly benefit the safety and well-being of our community.

Suggested Action

The City Manager recommends that City Council approve this Resolution authorizing the City to enter into a contract with K2M Design for the design of the Hudson Fire and EMS Facility Renovations design and declaring an emergency.
