Executive Summary:   The N. Main Street Storm Sewer Improvement Project will involve the installation of new storm pipe, catch basins and/or curb/drive apron improvements to improve storm water conveyance in the areas along N. Main Street, south of Brandywine Drive, and at the Markillie-St. Mary’s Cemetery.

Purpose & Explanation

City staff have investigated 3 overland flood issues 1.) N. Main Street south of Brandywine Drive, 2.) at the Markillie-St. Mary’s Cemetery Chapel, and 3.) along Post Lane (see Exhibit A attached). 

Staff is designing improvements to a portion of storm sewers and drive aprons along N. Main Street, south of Brandywine Drive, to alleviate roadway flooding.  To mitigate flooding to the Markillie-St. Mary’s Cemetery Chapel and Mausoleum, new curb is planned along the driveway to direct runoff away from the structures. 

Future improvements along N. Main Street, Post Lane and within Markillie-St. Mary’s Cemetery will be necessary to further alleviate all the flooding conditions.  Staff is developing plans for future public improvements in these areas to further address a failing storm sewer system and inadequate pavement drainage.

The design, performed by Engineering staff, of the N. Main Street/Brandywine Drive Storm Sewer (Cemetery) Project is 75% complete.   Construction of the improvements is scheduled to be completed in the Fall of 2018.

The estimated project cost of construction plus 10% contingency is approximately $75,000.

Timing Considerations

Following the approval of this Resolution by City Council, the Engineering Department will advertise in the local newspaper and receive bids for this project.  Staff will only return to Council if the bids received are in excess of 10% of the Engineer’s Estimate; otherwise the City Manager is authorized to enter into a contract with the lowest and best bidder.

Suggested Action

Staff recommends that Council approve this authorization for the City Manager to advertise, receive bids and award for the N. Main Street Storm Sewer Improvement Project. We are requesting an emergency clause be added to this project in order to maintain the public health and welfare.
