Purpose & Explanation
This project consists of the rehabilitation of two precast arch bridges and the associated channel work.  The structures are both 24'+/-" spans with 6-7'+/- rises and located in residential areas just northwest of the city center and carry two lanes of traffic over Brandywine Creek.  The bridges are located at the intersection of Brandywine Creek and Brandywine Drive and Blackberry Drive.  The bridges are supported on concrete unreinforced spread footers.
 
The Brandywine structure measures a total out-to-out width of 42'+/-", with a face to face of parapet of 37.5'+/-.  The bridge was constructed in 1989.  The structure carries a 26'+/- face to face of curb roadway and 5'+/- walks on either side.  Several known utilities are in the immediate area of the bridge, including sanitary sewer, storm sewer, waterline, gas line and cable and phone.
 
The Blackberry structure measures a total out-to-out width of 88'+/-", with a face to face of decorative rail of 51'+/-.  The bridge was also constructed in 1989.  The structure carries a 26'+/- face to face of curb roadway with no walks.  Several known utilities are in the immediate area of the bridge, including sanitary sewer, storm sewer, waterline, gas, electric, cable and phone.
 
Both structures are in poor condition.  Both structures are hydraulically inadequate and have major scour issues, as both footers are exposed due to erosion.
 
The proposed rehabilitation includes increasing the hydraulics of the structure by installing a paved concrete channel bottom and constructing cut-off walls at the inlet and outlet of the wing walls.  The cracks & misalignments will be repaired and the uneven sidewalk will be replaced.  The footers will be reinforced with cement grout pumped beneath the footings.  The structure facades and railings will be eliminated or replaced and the approach and departure channel will be armored with rock protection.
 
The conceptual design of the rehabilitation has been completed by Arcadis and the above approach has been approved by the Federal Emergency Management Agency (FEMA) and the U.S. Corps of Engineers (Corp.) and preliminarily by the Ohio Department of Transportation (ODOT).  The final improvements will need to be evaluated to assure the hydraulic results are consistent with the CLOMR.  An ecological survey has been completed and minimal work will be needed to complete the anticipated categorical exclusion, level 1.  The current concept anticipates only temporary right-of-way will be needed for construction of the proposed work, with some disturbance to adjacent private property.   The City's ODOT approved process of Consultant Selection was used, which is a qualification based procedure.  We received qualifications from two consultants: Arcadis and Michael Benza & Associates, Inc.
Timing Considerations
The design will begin once the contract is approved by City Council.  The anticipated schedule for the completion of the construction of the improvement in the Fall of 2014.

Suggested Action
Staff recommends that City Council approve the attached Resolution authorizing the City Manager to enter into a contract with Arcadis for the design of the Brandywine Drive and Blackberry Drive Bridges Rehabilitation Project.  The total amount including the contingency would be $140,000.  City staff is also requesting that an emergency clause be added to the legislation in order to protect the public welfare and safety.
