Purpose & Explanation

The E. Barlow Road Resurfacing project includes the resurfacing of E. Barlow Road from the Norfolk Southern Railroad tracks, east to Stow Road.

The construction costs will be split with the Ohio Department of Transportation (ODOT), via a Surface Transportation Block Grant (STBG) resurfacing funds.  The ODOT Funding is capped at $439,744.  Any costs over this amount are the responsibility of the City.

The current estimated costs of construction of the project is $689,744, which includes 10% contingency.  Of this amount, up to $439,744 will be paid for with Federal STBG funding, paid directly to the contractor.  The remaining $250,000 will be paid with local funding.

The project will include an alternate bid for the project that involves removing about 10 feet of pavement along a section where a two-way left-turn lane currently exists. If awarded, this alternate bid for pavement removal would reduce future pavement management needs and decrease the amount of impervious surface in this area.

This project is scheduled to be formally bid in late 2025 with construction to begin in Spring 2026.

Suggested Action

Staff recommends that City Council approve this Resolution authorizing the City Manager to advertise, receive bids and award a contract to the lowest and best bidder for the E. Barlow Road Resurfacing Project.
