Executive Summary:   As part of the continued preparations for Downtown Phase II,   City Staff is now prepared to award a contract for Phase II professional services for environmental studies of the Hudson Public Power, salt dome and school bus garage sites.

Purpose & Explanation

As efforts move forward on the Downtown Phase II Project, staff has now completed the Phase I work for the relocation of City facilities and the school bus garage from their current locations to the former Koberna property located at 5810 Hudson Drive. Based on the Phase I environmental report findings, staff is now prepared to award contract for the Phase II work.

Phase I- Determination and identification of potential contamination.

Phase II - Location and site specific testing to determine mitigation and demolition costs.

Staff solicited five (5) firms to review the Phase II RFP and received two (2) responses. The relocation project team has reviewed both proposals and has determined that the Environmental Design Group is the best firm for the Phase II professional services based on the following:

                   1.   EDG has allocated more accurate project hours to complete the work effectively and efficiently.

2.   EDG has a proven track record with the City of Hudson working on many present and past projects.

3.   EDG completed the Phase I work for this project and will ensure project consistency in performing the phase II work as well.

Timing Considerations

The project team requests emergency legislation to expedite this work as it is associated with the downtown development project.

Staff recommends that City Council approve this Resolution authorizing the City Manager to award and enter into a contract with Environmental Design Group, 450 Grant Street, Akron, Ohio 44113 for Phase II professional services associated with the bus garage/salt storage relocation project in the amount of $169,817.61
