Purpose & Explanation
Staff expects application to be made for final site plan approval for Phase I of a commercial development on the north half of 1975 Norton Road as authorized by a recently approved zoning map amendment.  Although the present address of the development is Norton Road, access and most likely utilities will come from Georgetown Road.  There exists at the westerly termination of Georgetown Road a reservation strip through which access and utilities must pass.  The City Engineer must approve utilities and access to the site through the site plan approval process.  Council must approve the easement over this City-controlled reservation strip.  Because the street is not being extended staff is recommending an easement over the reservation strip rather than vacation of it.
Timing Considerations
Council approved the zoning map change that would allow the proposed commercial development at its June 19 meeting. The property owner intends to seek final site plan approval for Phase I of the development at the August 12, 2013 Planning Commission meeting.  The first meeting Council could act on the resolution would be July 17.  The resolution would become effective 30 days after adoption (August 16).
