Purpose & Explanation
Franklin Street Sidewalk
To improve safety for students and pedestrians walking to and from the Middle School, City staff commenced with the design of a new sidewalk along Franklin Street. Due to the south portion of the sidewalk being on school property, the City will be entering into a Cost Share Agreement with the Schools with the schools and to reimburse the City for this portion of the sidewalk for a total cost with contingency of $28,000.00 under a separate legislative item.
The estimated total cost of construction for the entire sidewalk length is $125,000 ($97,000 - City portion + $28,000 - School portion), which includes a 10% contingency. Staff will return to City Council to seek additional funding, if costs exceed this cost estimate amount.
Franklin Street Waterline
This work includes the replacement of a failing, 6” water main with a new 8” water main along Franklin Street between Aurora Street and the end of Franklin Street where it enters school property.
The estimated total cost of the waterline replacement is $275,000, which includes a 10% contingency.
The sidewalk and waterline project were designed in-house and will be bid together as one project. Once the work is completed the roadway will be resurfaced under the 2026 Asphalt Resurfacing Program later this fall.
All construction work will take place in the summer when school is not in session.

Staff recommends that City Council approve this authorization for the City Manager to advertise, receive bids, and enter into a contract for the installation of a sidewalk and the replacement of the waterline along Franklin Street from Aurora Street and the Hudson School Property.
