Purpose & Explanation

The City Administration is requesting an update to the City’s water distribution model that was last evaluated in 2009.   The updated model will aid with future system planning, growth decisions and capital improvement programing.   The updated model will also be used as part of the Ohio Environmental Protection Agency’s (EPA) Asset Management Plan (passed as Senate Bill 2, July 2017) which all communities must produce and submit to the Ohio EPA.

 

The water distribution model will be updated to include current pressure and flow data, the latest capital improvements, GIS data, and water usage information.  After the model is updated, it will be calibrated to reflect the most current system hydraulic and operational conditions.   The calibrated model will then incorporate future growth projections, the City’s 2015 Water System Rankings, and unconstructed, recommended improvements from the 2009 Master Water Plan to develop an updated, ranked list of the most critical capital improvements and cost estimates.

 

In addition, the Consultant will provide an update to the City’s Water Emergency Contingency Plan that was last updated in 2011.  The Water Emergency Contingency Plan is used to identify the procedures that City staff is to follow in the case of a water system emergency, including methods to connect to backup water sources, power failures, pumps failures and main breaks.

 

Two engineering firms submitted proposals and qualifications to the City for the water model update.  Acradis Inc. developed and currently maintains the City’s water system model, and is very familiar with the City’s existing water system.  Staff is recommending that the modeling update be completed by Arcadis, Inc. of Akron, Ohio for a cost of $35,700; and we are requesting a 10% contingency for a total not to exceed cost of $ 39,270.    CT Consultants, Inc. fee was $45,120.00. 

 

Timing Considerations

The consultant will begin the study immediately after Council has provided authorization.  The anticipated schedule for the completion of the study is the winter, 2018.

Staff recommends City Council approve this resolution authorizing the City Manager to enter into a professional services contract with Arcadis, Inc for the Water Distribution Model Update and declaring an emergency for the immediate preservation of the public health, safety and welfare.
