Purpose & Explanation

The City Administration is presenting an option for City Council’s consideration regarding the timeline for the Ravenna Street Sidewalk Project contract, in light of the recent letter addressed to City Council from the law firm representing the Prestige Development.  

Project Summary:

Project:  Ravenna Street Sidewalk (S. Hayden Pkwy to Stow Road, north side of Ravenna St).

Bid opening date: December 2, 2025.

Lowest Bidder: Geauga Highway Company.

Bid amount:  $880,424.00 includes contingency. 

City Contract Deadline:  120 calendar days from bid opening (April 1, 2026).

Construction completion date: August 14, 2026.

Per the City’s contract documents, the City has the right to award the contract within 120 days of the bid opening, which is April 1, 2026.  The administration is proposing a delay to the award as follows:

If the Prestige Development is approved before mid-March 2026, the Administration will delay the award of the current sidewalk contract.  Delaying the contract provides benefits to both the City and existing residents, primarily due to the proposed development's infrastructure requirements.  The Prestige Development requires a sanitary sewer extension to be installed along the same route as the proposed sidewalk. If the City installs the sidewalk first, the developer would be required to remove the sidewalk to complete the utility work.   Also, the developer is required to install the sidewalk along their frontage on Ravenna Street as part of their subdivision plans. Finally, this allows for reduced resident inconvenience, as existing residents will avoid the inconvenience of multiple, separate construction projects (the City's initial sidewalk installation, followed by the developer's utility and paving construction) in front of their properties.

 

By not installing the sidewalk under the current City contract, and the developer installing the sidewalk, the City would also realize a cost savings of approximately $350,000 to $400,000.

If the Prestige Development is not approved by mid-March, the Administration will proceed with the contract to Geauga Highway Company, and the sidewalk will be completed by the August completion date unless otherwise approved by the City.
