A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS AND TO ENTER INTO A CONTRACT FOR THE 1900 MIDDLETON ROAD DRAINAGE IMPROVEMENT PROJECT WITH THE LOWEST AND BEST BIDDER.

Brief Description:  This project involves installing approximately 258 feet of storm sewer and concrete catch basins to drain properties on Middleton Road and Ashley Drive that have overland flooding in the rear of their properties.

Purpose & Explanation

The scope of this project involves acquiring storm sewer easements from four (4) landowners and installing a new storm sewer system to help eliminate flooding in the rear yards of 1900 and 1914 Middleton and 1913 and 1899 Ashley Drive.

The storm sewer will run from the rear of the property of 1900 Middleton Road, then along the westerly line of 1913 Ashley Drive and connect to an existing storm sewer on the southerly side of Ashley Drive.   See attached exhibit.

The estimated cost of the project is $100,000, which includes a 10% contingency.  The project is being designed in house and is scheduled for construction in the winter/spring of 2025.  Staff will return to Council should the project costs exceed the project budget.

The 2022 Policy for Work on Private property has been reviewed and found to apply to this project based on the following:

1A. Public Nuisance and Public Benefit - Severe ponding in the rear yards.

1B. Reduces Flood Risk

1C. The drainage area is greater than 5 acres.

3. Exceeds Residents Capacity to Resolve.

4. Potential for infrastructure Damage when flooding occurs.

Suggested Action

Staff recommends that Council approves this authorization for the City Manager to advertise, receive bids and award to the lowest and best bidder for the 1900 Middleton Road Drainage Improvement Project.
