A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR COMPETITIVE BIDS AND TO ENTER INTO A CONTRACT FOR THE OWEN BROWN STREET (N. MAIN ST (SR 91) TO MORSE ROAD) PARTIAL RECONSTRUCTION, WATER REPLACEMENT, SIDEWALK REPAIR, STORM SEWER AND ROAD IMPROVEMENT PROJECT.
Brief Description: This project consists of the reconstruction of Owen Brown Street from Morse Road to N. Main Street. Work includes the replacement of the existing watermain and services to the right-of-way, new 42” concrete storm “overflow” culvert, new residential storm water services, traffic calming features, road improvements including curb and sidewalk repairs, and resurfacing of the roadway. All City work will also need coordinated with upcoming, Summit County sanitary sewer improvements along the roadway.

Purpose & Explanation
The project will replace the existing undersized 6” diameter, cast-iron, waterline from N. Main Street to the existing bridge over Brandywine Creek with a new 8” diameter waterline. The existing water main from the bridge to Morse Road is already 8” diameter and in good condition. The project also includes the replacement of the residential water services between the main line and the right-of-way. This section of waterline is undersized, over 80 years old and nearing the end of its useful life. After completion, the fire flows will be improved in this neighborhood.
The project will introduce a new 42” diameter overflow at the existing bridge over Brandywine Creek (Trib.). This new culvert is being introduced in lieu of a full new bridge to alleviate overland flooding at this crossing. In addition to the new culvert, the project will introduce new storm sewer service connections from the street to the curb for future downspout/sump pump connections to the storm system by residents if desired.
Roadway work includes the introduction of traffic calming features to reduce speeding, selective curb repairs where curb work will not disrupt tree roots, sidewalk trip hazard repairs, new five-foot sidewalk along the south side of the road from the bridge to Morse Road and roadway base repairs. After completion of all of the work, Owen Brown Street from N. Main Street to Morse Road and Old First Street will be resurfaced.
The City's project is being coordinated with an upcoming Summit County Department of Sanitary Sewer Services (DSSS) project that will replace the sanitary sewer along a portion of Owen Brown Street and down Old First Street. Since the sanitary sewer work is deepest and abandoning part of the sanitary sewer system along Owen Brown Street, the DSSS work must be completed ahead of the City's work commencing. DSSS has notified the City that they anticipate this work taking place in the summer/fall of 2023.
The design of the City’s project is being completed in-house. See project exhibit for further information. The duration of both projects combined is estimated at 4 - 5 months.

Staff recommends that City Council approve this authorization for the City Manager to advertise, receive bids, and award to the lowest and best bidder for Owen Brown Street Partial Reconstruction, Water Replacement, Sidewalk Replacement Storm Sewer and Road Improvement Project.
