Brief Description:   A water main break severely damaged four lanes of asphalt on West Streetsboro Street at Lennox Road.  Damaged asphalt and sub-base will be removed and replaced.  Costs for the emergency roadway repairs will exceed the City Manager’s limit of $25,000 expenditure threshold and City Manager seeks authorization from Council on this emergency expenditures.

Purpose & Explanation

On Tuesday (12/12), Public Works water resource staff repaired a significant water main break on West Streetsboro Street at Lennox Road.  The Staff worked quickly to make the necessary repair to the water main and get the downtown businesses back on service with clear water.  Unfortunately, the asphalt roadway buckled from water damage of the water break. The Staff worked with several vendors to secure pricing to make the emergency repairs to the roadway before the winter months on SR 303.  The existing distressed pavement will be sawcut, removed and hauled to a proper site for disposal.  The gravel sub-base will be replaced and compacted for concrete to be added over the repair area.  The Staff is requesting the use of emergency language to expedite the repair process and for the preservation of public health and safety.

Cardinal Asphalt Company, Inc.                     $80,269.00

The City Administration is requesting City Council approval to authorize the City Manager to award and enter into a contract agreement with Fabrizi Trucking and Paving Company, Inc. for emergency road repairs on West Streetsboro Road.  The Public Works Staff is requesting a 10% contingency for any additional unforeseen issues that may arise during the repairs.  The total amount would be $79,099.90.

Total Contract = $71,909.00 + $7,190.90 (10 % contingency) = $79,100

Suggested Action

The Staff recommends that the City Council approve this Resolution authorizing the City Manager to award and enter into a contract with Fabrizi Trucking and Paving Company, Inc. for emergency road repairs on West Streetsboro Street at Lennox Road and declaring an emergency.
