Discussion:  "Share the Road" Bicycle Signage and Pavement Markings on City Streets.
Executive Summary:  At previous meetings City Council and staff have had discussions regarding the use of signage and pavement markings on City streets that have    constructed bike lanes as well as for those streets that do not.  The purpose of this discussion is to explain how constructed bike lanes are identified and marked per the Ohio Traffic Manual (OMUTCD), and to what extent the City would like to identify and/or mark those streets that do not have constructed bike lanes as detailed in the manual for shared use purposes.

Legislative History

Purpose & Explanation
Per the current OMUTCD manual, City streets which have constructed bike lanes are clearly identified and marked with both regulatory signage and pavement markings. Examples of this signage and pavement markings have been attached for review.
For City streets that do not have constructed bike lanes the manual allows for the installation of vehicular and supplemental traffic warning signs such as "Share The Road" signs and/or shared lane pavement markings.  An example of this signage combination and pavement markings has been attached for review.
As the City currently has installed signs and pavement markings for constructed bike lanes, staff seeks Council direction on how the City wishes to address those roads without constructed bike lanes.
Options:
1.       Install "Share The Road" signs on specific designated roads
2.      Install/paint pavement marking indicting shared lane on designated roads
3.      Use a combination of options 1 & 2

Estimated Costs:
1.      "Share the Road" sign combination per unit - $300
2.      Install/paint pavement marking per unit - $150
Timing Considerations
None.

Recommendation
Suggested Action
Staff recommends City Council consider how they wish to see non-bike lane roads identified for shared use and in general which roads in the City they wish to see identified as such.  Staff can then move forward with costing out a sign/pavement marking project.
